[Chrome] Chrome 140 启用 Manifest V2 的方法

刚更新到 Chrome 140.0.7339.81 ，之前 /t/1144634 启用 Manifest V2 的方法失效了

目前找到的方法是在 Chrome 快捷方式目标后加上 –disable-features=ExtensionManifestV2Unsupported,ExtensionManifestV2Disabled
